Our mission

The mission of the El Monte City School District’s (EMCSD) Jeff Seymour Family Center (JSFC) is to unite the county and community to strengthen individual, family, and neighborhood protective factors by increasing social connectedness, community mobilization, and access to needed supports and services.

Our Vision

The JSFC acts as a community-gathering place creating opportunity for caring adults and community members to provide support and nurturing for children and their families.

Our Center offers a blend of services, supports, and opportunities. The strategy for developing this blend requires that family members and Center staff work together in a mutually respectful partnership. This reciprocal relationship between Center participants and staff, ensures community engagement, sustains family development, promotes a sense of belonging and significance and builds on natural abilities thus strengthening families and community.

JSFC provides an integrated series of services, activities, trainings and relationships that benefit children from birth into adulthood as well as their parents and caregivers. Many participating agencies already provide services to families with children, but lack the connectivity between service agencies that often inhibits the overall ability to address complex issues identified within our community.

One of our primary goals is the JSFC’s service delivery approach which allows children and families to have many of their needs identified and linked at the point of entry. Upon intake, children and families are then guided through a system of comprehensive care to requested services, several of which are co-located within JSFC site.

Our History

Early Development

Originally, the site of the Jeff Seymour Family Center served as an elementary school. The Jeff Seymour Family Center was created to utilize the space to offer families resources and program.

Acquiring Partners

Slowly but surely key leadership of what would become the Jeff Seymour Family Center met with local agencies that serve the El Monte area. The goal has been to continue expanding opportunities for agencies to connect with one another to ensure families get the help they need.

Looking Forward

On April 10, 2017 the Jeff Seymour Family Center officially opened its doors to the public. Thanks to the partners and agencies who serve the community we at the Jeff Seymour Family Center will continue to work to create a sanctuary for the community.

Dr. Maribel Garcia Superintendent

El Monte City School District

Dr. Garcia is the Superintendent of the El Monte City School District and a graduate of Columbia School and El Monte High School. She is an active member of the El Monte community as a board member and supporter of various organizations that promote the quality of life, resources, and opportunities for El Monte students. Dr. Garcia attended UCLA and earned a Bachelor's Degree in Political Science and a Doctoral Degree in Educational Leadership.

Christina Davila Executive Administrator

El Monte City School District

As the Executive Administrator for the Jeff Seymour Family Center, Ms. Christina Davila partners with local and county organizations to provide resources for families in the greater El Monte region. Ms. Davila was born in South East Los Angeles and graduated high school from California Academy of Mathematics and Science in Carson. She then went on to graduate from UCLA with a degree in Chicana/o Studies and African American Studies. She joined the EMCSD team in 2019 and has since organized a plethora of community resource events for families and students including: Parent Technology Workshops, COVID-19 Testing & Vaccine Clinics, cultural festivals, resource fairs, and much more!

Jeff Seymour

Mr. Seymour is a retired teacher and administrator of the El Monte City School District for 43 years, where he served as Superintendent for the last 25 years. He has also taught for the last 10 years at Cal Poly Pomona in the Administrative Masters Program. He is active both in the El Monte community and at Boys Republic in Chino Hills, where he has served on the Board for over 25 years. Born and raised in the Los Angeles area, he attended local schools and graduated from the University of Southern California.

In honor of Mr. Seymour's service, commitment, and dedication to the families of the El Monte region we named our family center after him.

Mike Rogel

Mr. Rogel, currently serves as the Director for the Jeff Seymour Family Center and has been in education and the field of social work for over 40 years. He has a MA Degree in Education, a BSW in Social Work, an Administrative Credential and Adult Education Credential. He served as an Adjunct Professor at Point Loma Nazarene University, San Diego and was the Manager of Child Welfare and Attendance for the El Monte City School District (EMCSD) before retiring in July 2017.

His mission as the JSFC Director is to promote the Centers overarching goal of providing a safe, warm and caring environment where families can access services designed to strengthen and sustain family wellness.
